I would be surprised that it would be possible.. Vacation means no activity ..
If your troops are in a tribe member's horus , or if other member's troops are in your horus, then in both cases those troops can be controlled by the other tribe memebr ... so no vacation possible ...
What I did however find out ??.. Harvests and quaries keep growing the planned time..
